BusBoss Standards Framework

This page publishes the official definitions of the BusBoss Safety Gap categories and controls. Use it to score operational maturity (1–5), interpret risk exposure, and align improvement work across routing, dispatch, driver operations, student accountability, and family communications.

How to use the framework

Score each control from 1 to 5 based on current, observable operations. Use evidence first, not intent. If different tiers (general education, special education, McKinney-Vento, contracted routes) operate differently, score the lowest-performing tier unless you are scoring tiers separately.

A control is “implemented” only if it is repeatable and evidenced.
 

Scoring definitions (1–5)

If you cannot produce evidence, score conservatively.

Risk bands

High risk (scores 1–2)

Material exposure exists. Controls are inconsistent, and service reliability and incident response may degrade under stress.

Moderate risk (score 3)

Controls are present but not uniformly managed. Targeted improvements can reduce exposure quickly.

Low risk (scores 4–5)

Controls are consistent and monitored. Exposure is reduced; the organization can sustain performance during disruptions.

System-of-record alignment

Student, school, stop, calendar, and program data are consistently aligned between upstream systems and transportation operations.

Critical fields (IDs, addresses, eligibility, ride days, special requirements) are validated, and exceptions are routed to owners with SLAs.

Role-based accountability for changes

Route-affecting changes (enrollment, address, eligibility, program status) have defined owners, approvals where needed, and auditability.

2: Informal ownership; audits occur only after incidents.

Capacity, seating, equipment needs, and eligibility rules are enforced before routes go live.

Dispatch can see where buses are, what they are doing, and whether service is on track.

Control E2. Student location during time-sensitive incidents

Dispatch can locate a student quickly during an incident (wrong bus, missed stop, custody issue, evacuation).
